They take the\u00a0Library\u2019s\u00a0existing expenditure on subscriptions and repurpose it to cover both reading and publishing in that publisher\u2019s\u00a0journals. When you publish in a journal\u00a0that\u2019s\u00a0included in one of the agreements, your article will be made\u00a0open access, and you\u00a0won\u2019t\u00a0have to pay an article processing charge (APC). Some publishers only offer agreements that are subject to a limitation (or \u201ccap\u201d) on the number of individual articles that can be made\u00a0open access\u00a0per year.
