They take the Library\u2019s existing expenditure on subscriptions and repurpose it to cover both reading and publishing in that publisher\u2019s journals. When you publish in a journal that\u2019s included in one of the agreements, your article will be made open access, and you won\u2019t have to pay an article processing charge (APC). Some publishers only offer agreements that are subject to a limitation (or \u201ccap\u201d) on the number of individual articles that can be made open access per year. Often, the cap is reached before the end of the year.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The annual cap for open access publishing with several Read &amp; Publish agreements has been reached for 2025.\u202f The cap applies to all institutions participating in the agreement.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<ul>\n<li><b><span data-contrast=\"auto\">Wiley (hybrid journals) &#8211; <\/span><\/b><span data-contrast=\"none\">cap was reached on 19\u202fSeptember.<\/span><b><span data-contrast=\"none\">\u202f<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/li>\n<li><b><span data-contrast=\"auto\">Springer Nature &#8211; <\/span><\/b><span data-contrast=\"none\">cap was\u202freached on 9\u202fOctober.<\/span><b><span data-contrast=\"none\">\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/li>\n<li><b><span data-contrast=\"auto\">Taylor &amp; Francis &#8211; <\/span><\/b><span data-contrast=\"none\">cap was\u202freached on 24\u202fOctober.<\/span><b><span data-contrast=\"none\">\u202f<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/li>\n<li><b><span data-contrast=\"auto\">Wiley (fully open access\u202fjournals) &#8211; <\/span><\/b><span data-contrast=\"none\">cap was\u202freached on 28\u202fOctober.<\/span><b><span data-contrast=\"none\">\u202f<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/li>\n<\/ul>\n<h2><b><span data-contrast=\"auto\">How does this affect Deakin researchers?<\/span><\/b><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/h2>\n<p><span data-contrast=\"auto\">Open access article processing charges (APCs) are not covered for journals in these agreements after the caps are reached. We share this frustration, and it reflects a much larger issue in today\u2019s scholarly publishing landscape, one that reinforces limitations instead of supporting open, inclusive access to research.<\/span><\/p>\n<p><span data-contrast=\"auto\">To address these issues, the Council of Australasian University Librarians (CAUL) has partnered with Universities Australia (UA) and Universities New Zealand (UNZ) to establish a new <\/span><a href=\"https:\/\/caul.edu.au\/service\/content-procurement-service\/major-negotiations\/\"><span data-contrast=\"none\">sector-wide approach<\/span><\/a><span data-contrast=\"auto\"> to open access negotiations with the world\u2019s four largest academic publishers \u2013 Elsevier, Wiley, Taylor &amp; Francis and Springer Nature.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">These negotiations aim to secure more sustainable, transparent and inclusive publishing agreements for 2026 and beyond. Key priorities include addressing legacy pricing inequities, curbing escalating costs, and providing certainty for researchers through uncapped OA publishing entitlements.<\/span><span data-contrast=\"auto\">\u202f<\/span><span data-contrast=\"auto\">\u202f<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Library is committed to advancing open access and is actively involved in local and sector-level initiatives to drive change in these systems. A journal\u2019s inclusion in a Read &amp; Publish agreement should not be the sole factor when deciding where to publish, but part of a larger set of considerations.
